[SOLVED] PC sometimes will start up making a Buzzing noise

Sometimes when i boot-up my PC it'll have a loud buzzing sound that i can hear across the house. If i turn it off wait 10 seconds and start back up it will be fine? The sound (my best guess) seems to be coming from near the GPU. I have checked my HDD and all fans they seem fine. My GPU fans aren't set to fire up until certain temps are reached so i don't think its those fans as they aren't even spinning yet.
 
Solution
You need to locate the buzzing sound. Maybe a fan failing and catching on something.
CPU, GPU or PSU - are the important ones you need to worry about.
Case fans not so much, but you still got to find out which one it is.

I have checked all the Fans and the PSU - sound literally sounds the loudest up against the Motherboard near the GPU.
I'll start up my PC and disconnect each fan to make sure though.
