Pc specification for Photshop, 3d model progams etc. (newbie)

Hello

I am trying to put together a desktop pc, which i can use to explore and learn Adobe programs such as Photoshop, after effects and also use to learn how to use 3d programs to Draw and such, im interested in applying to architecture studies next summer ( i have to take some extra subjects before i can apply) aswell as other Things. But i thought i might aswell give it a shot and try to learn as much as i can if im Lucky enough to get in.

I have no experience in these types of programs what so ever and im currently looking into building a desktop pc which could handle these programs, aswell as perhaps once or twice a month used for gaming of some sort. I have everything i need except GPU,CPU and motherboard, because rest of the system is laying around at home.

I was considering buying a z370 motherboard With an I3 - 8100 (not overclockable) coffee lake 8th gen processor (it has 4 cores) aswell as a gtx 1060 3gb/6gb or maybe a gtx 1050ti 4gb if i dont need the gtx 1060 3gb/6gb. Simply because the motherboard and processor is cheap enough according to the specs compared to an i5 7th gen kaby lake which has a much higher pricing, but the GPU is already overpriced beccause of the mining phase thats going on, so whatever Works great i am interested in, though i dont want AMD as i have no experience With that brand. (but please do suggest AMD if its better)

**I do not want to buy the quadro lines of GPU even though i know they are mainly used for these types of programs, simply because its way to expensive in this country, and it'll be too much of an hassle to sell it later on**

SSD, HDD, Ram, PSU and case + all that i have laying around, and im sure those dont matter that much, thats why im already saving alot on this build and can go straight to CPU,GPU and motherboard for a better overall system.

**However, the PSU i have is named "Sweex Advanced Gold 650W" and it's from an old case, so i have zero Clue if that even is useable With this setup, but thats what i have**

I also have an 32inch 2560x1440 screen from AOC named Q3279VWF and a normal 1920x1080 benq screen.

Any suggestions on the build is much appreciated, i mainly am going to use it for these programs to get to learn as much as possible so gaming is absolutely not the first priority, or even a priority at all. It's just a thing thats doable, if the system spec allows me to, so please do not take that in account and suggest GPU's based on that. Thanks again!

My budget should be max 500 usd, but im pretty much relying on that psu to be functional because without that my budget kinda pops a little bit over 500. I live in norway so prices are kinda higher here, because its an increase in 25% tax + parts are already expensive.
