PC starts automatically after a shutdown

I have been working on this issue for a little bit and I am running out of ideas. Yesterday I built a new PC and I've noticed that when I try to shutdown from the OS, the PC will boot back up on its own immediately after it finishes shutting down.

To make sure this wasn't an OS issue, I wiped everything off of my PC and installed a fresh copy of Windows 7 Professional x64. The first thing I did once Windows was installed was shutdown from the OS. The computer restarted as soon as it finished shutting down. I then tried the exact same steps but with Ubuntu instead. Same story.

During both my Windows and Ubuntu steps, I ensured that the BIOS was set to the factory default settings and that the only things plugged into my PC were my keyboard, mouse, monitor, and power cable. I then tried the same steps on Windows but with an updated BIOS. I also disconnected my Western Digital disk drive (see below for specs) and ran everything from the SSD so as to speed up the boot process.

The funny thing is that when I hold the power button on the case, the PC will shutdown and stay shutdown. Ideas?

1) I am not sure if my BIOS has any kind of options for that. I looked around and I cannot find anything. Does anybody who might be more familiar with that mobo have any ideas?

2) I have tried this with both the factory standard BIOS settings and with the latest updated version of BIOS.

3) I initially thought that might be the issue but the wiring from my case power button to my mobo looks sound
 
Hello... Did you look at your Manual/PDF that came with your MB? there is a whole BIO's Screen Page relating to WAKE states.
Maybe repost " WAKE States Help Asus Z97M-PLUS "
Also there are Windows Setting too, so between the BIO's and Windows there can be some problems/interaction... they are in Control Panel-Power Options.
 


I went through the manual and anything related to WAKE states are disabled
