Pc starts but monitor does not show anything

Its in the title the screen has hdmi detected and its i dont know how to explain this its lit up not bitch black like when its off.
This happens after the pc froze ysterday what could be the issue

Update: after a hard restart the pc starts but the gpu was not detected right clicking did not show nividia after diabale and enable process in the device manager it got detected
