Question PC starts but no display

My cpu PC powers up but there isn't any response from monitor. The monitor doesn't show anything but the cpu PC starts.What should I do?

SSD samsung 860evo
power supply atx400

Power supply is working I checked it.

Remove the GPU and plug the monitor into the motherboards video out, if you get a signal it means most likely your graphics card is dead.

this time the windows isn't loading, when pc starts it says Loading Operating System but nothing happens.

When i start my PC it says Loading Operating System but nothing happens, also I can't setup windows using coz the same thing happens. I reset the Bios but nothing happens.

You can get into the bios? If so try and reinstall windows. Hope if not a new build you make back-ups.
