PC starts by itself and keeps restarting

So my i7 2nd generation starts up and then the boot process starts running and nothing will show on the PC screen, then it will restart a couple times and show the "start windows normally" screen and then when you select enter it starts loading windows for 2 seconds and restarts... It randomly restarts. It's not at a certain point. It chooses when to restart. I've replaced the ram with 2 4Gb, replaced the power supply and still nothing. It continuously restarts. Even when it starts up and says press f7 or del. If you press either sometimes it will load for like a few seconds and then restarts. Dont know what the problem could be. I've tried taking it to specialists and they say the motherboard is screwed. But it starts up and everything I don't see how they can give me such a straight forward answer... Any ideas?

Have you cleared the CMOS?

Yes. I still seems to switch off randomly while using it. The fans are clean. The ram is new. The power supply is new. Thermal paste is new. Everything seems to be perfect. I just don't know why it switches off. I have an app that can see the temperature of the cores and their all perfect.

1. What version of Windows are you using?
2. What model is the motherboard?
3. Have you checked in Device Manager if all the drivers are up to date?
4. Do you have the latest BIOS update installed?
