PC starts lagging after 2 minutes of innactivity

Hey,

Since 1 to 2 weeks ago, my computer stars lagging after 2 minutes of inactivity. I can make it stop lagging by moving my mouse but it makes me mad when I am watching a video. Can anyone help me ? I know I have an old computer but until I get the money to change the parts I can't do anything about it.

Setup :

Intel Core i3 4330 (I plan to swap for an i5 7600k)
Gigabyte h81m-ds2 (I'll change it with the new CPU)
Asus GTX 650 2GB
Thermaltake TR2 S 600W (Changed recently for when I'll change my GPU to a 1060 6GB)

Check in Windows Task Manager to see if you can identify possible processes that could be using resources when your machine starts to lag. It may also be a power saving feature, but I would start with Task Manager.

An easy way to test power saving being the issue would be to change to the High Performance power profile.

Also do check if you have something like background antivirus scans running.
Those are notorious for hogging resources making the PC feel laggy.
But I doubt this is the case as you mention the problem exists even while you are watching a video.
Check out the things bigpinkdragon suggested .
I too feel it is related to your power profile.

It's a virus. Notice how it doesn't start when you have task manager on? You have to download a 3rd party task manager that it doesn't notice. Antivirus should be able to find it but I don't think they can remove it. When it finds it look where it is and then delete the file is says it is located. Lemme know if that helps.
