PC starts 'running' right when given power.

At first I was getting a strange problem where after shutdown power would flicker on and off every few seconds(fans/lights would start and stop) and keep going until I unplugged it completely.This problem still persists.
The title problem is that right when I plug it in, it starts 'running' without any more input from me. The actual software doesn't seem to start(nothing happens on the screen). Also while the cpu and gpu fans start, the front two hard drive bay fans do not. Notably the front two are plugged directly into the mobo while the gpu and cpu fans are plugged to their respective pump(see parts bellow). This behavior seems to continue until I do something. When I do press the power button, it starts to boot normally, and once in windows everything works perfectly fine.
Ultimately not a rig ruining problem, but want to resolve it. Any tips or solutions would be greatly appreciated.

Looked through the bios and didn't find anything relating to this. Could you point me where a setting like this would be, and what it would be called.
