PC starts to stutter - CPU at 100%

Hello everyone

first a little background info:
PC specs:
Motherboard: MSI Krait Gaming X
CPU: i5 6600k (4GHZ OC)
CPU cooler: Cryorig H7
GPU
: MSI GTX970
Memory: Corsair 2x8 2133MHZ DDR3
PSU: Corsair CS550M

I have made this computer myself in august 2016. Everything was running perfect for the first half year, i could run multiple programs, play youtube clips while playing videogames without any performance loss, stream with OBS while playing counterstrike, etc.

Problem:
Now recently (3-4 months) my pc is starting to stutter and it's getting worse and worse. It's mostly noticable when i'm playing music from youtube (720p/1080p) in the background while gaming. My FPS starts dropping and when i alt tab my mouse "laggs" for a few seconds. When i open task manager when this occurs, i can see that my CPU is running at 100% for like 1 to 2 seconds, after that it lowers to around 30% (what i think should be normal load while doing these tasks). I have ran a stresstest to see if the temperatures get too high, but everything is at a stable and low percentage. The effect stays the same if i OC the cpu or not.

The FPS i get in CSGO went from +-300 when i first played, to around +-140 when i get in a deathmatch server now, this is very stuttery on a 144hz monitor and makes it hard to play. I hope someone can help me with this problem.

I deleted Google Chrome since it was infected with adware.elex.shrtcln, couldn't find a solution to remove this malware, it kept coming back when i openend Chrome again (i tried multiple solutions to this malware i found on the web, nothing worked). I thought this fixed the problem

Now when i was running malwarebytes again today, when watching a 1080p video on YouTube and having a stream open on twitch the same mouse lagg occured. It seems like there might be something else faulty or is it normal that my pc stutters when i have all this running at once?
