PC starts up and fans gradually go up to 100% and then restarts

Hi, I've newly built a PC, and when I start it up the fans of the CPU, GPU, power supply and case fans gradually go up to 100% and then restarts. It really sucks. I have tested all of the individual components and they work fine. Any help would be appreciated.

AMD FX-8350
Gigabyte GA-970A Motherboard
EVGA GTX 660
1TB Seagate Hard Drive
Corsair CX430
2x4GB G.Skill DDR3

If you can return the fx 8350 as it's 6 years old almost and weak.
Now for your question.
I think the psu is having problems powering the system. Can you test with a better psu?

I got the FX-8350 for $170 with a gigabyte GA-970A and 16GB RAM used, i will try getting a better power supply and then retry.
