PC Starts up.Fans spin briefly and shut down.Help please!!

My rig is a
AMD FX 8350
Asus Sabertooth 990FX Mobo
gigabyte gtx 970
Intel 530 SSD
Corsair HX 650 PSU

When I press the power button,the case fans and the power supply fan spin for like half a second and stop spinning and nothing happens.The power led button does not light up.When I remove the PSU from the case while keeping it connected to the components and tug sharply at the Mobo and CPU PSU wires at the PSU end the PC lights up as normal but after some time shuts down and doesn't start again (again the fans spin briefly but PC doesn't light up) until I try to pull the wire's at the PSU end with some force.This problem had happens on my PC every few months or so and sometimes doesn't recur for months at a time.

Is my Mobo dying or is it the PSU?Thanks in advance for helping

Do you have another PSU just to test (May be a friend's PSU)
As anoher procedure to troubleshoot this issue disconnect any peripheral than the keyboard and mouse including the front panel connectors (Make sure that you end up having a system with a PSU, a Mobo, Graphics Card and a Monitor)
