Question PC STARTS UP WITHOUT A CPU AND NO RAM IS THIS NORMAL?

Althoughh no usbs work and no display the pc has been on for atleast 5 minutes without cpu or any ram is this normal is is something wrong?

also i can kind of hear sometimes sounds like metal rubbing against metal
