Question PC Startup and shutoff repeat

When I turn on my computer it turns on for nearly 5 seconds, all lights, all fans (however, the gpu stops after a few cycles) It humms like all othertimes until it abruptly shutsdown and the random power beep is heard. It then turns back on and repeats, the intervals of staying on vary from 5-10 seconds. It cant even load up the BIOS. Any help i've had it in this state for months.

Evga 500 watt bronze tier ( I originally thought it was the PSU and replaced it with the evga but nothing worked)
