PC startup problems (Reboot loop and unable to reach bios)

Hello, I've come across 2 problems whenever I try to start up my PC. This has started to happen to me after a power outage a couple of days ago.

1. PC will be stuck in a reboot loop upon startup, doesn't reach bios.
2. PC will start but does not recognize anything; monitor, mouse, keyboard, ps controller.

Both issues have occurred before when I first built my PC(a month ago) but disappeared shortly after. The first problem just disappeared after I fixed the settings for the RAM overclock. The second problem was due to my graphics card being super dusty and worked after cleaning it.

Both these problems occur every time I start up my PC, it is either one or the other.

For the first problem, I've tried removing my RAM sticks. Upon removing one of the sticks, the motherboard lights alternated between the CPU and dram light twice, then got stuck on VGA. After turning off power on the PSU and turning it back on the PC rebooted itself once then went through the led lights and got stuck on VGA again.
After I put that RAM stick back in and removed the other, the motherboard light went back and forth between CPU and dram 3 times each then went to VGA and was stuck. It did not go on a reboot loop.
After removing both RAM sticks, the light stayed on CPU and stayed there.

For the second problem, when the PC does not recognize anything the bottom left light on the motherboard is a constant red. Which I think is due to my graphics card but I am not sure because in the manual it wasn't specific.

One thing that has fixed both problems is taking out and putting back in the CMOS battery, but I have to do it every time.
 



Yes, the 270x is installed and I can enter the BIOS after resetting the CMOS. Although I do remember the last time trying to tinker with my RAM settings in BIOS where my PC would after trying to save settings and exit. And the changes do not go through.
 


Ah okay. Yeah I'll give the BIOS update a try tomorrow if that doesn't work I'll probably RMA my motherboard and see if that is the cause and go from there.
