Question Pc struggle

So I just bought pc parts (list down below) and it doesn't tuen on. The cpu fan spins but nothing else happens. People have said that i may need to update my bios. How would I do so with the stuff I have? (Im not sure how I can update my bios with out the cpu)
Parts
Gpu-580 8gb
Motherboard- asrock b450m pro4
Ram- 2x8 3200 ddr4
Cpu- ryzen5 3600

That motherboard doesn't support Ryzen 3000 out of the box. Options:
1)Return the motherboard and get a B series motherboard with USB Bios Flashback, or an X570.
2)Nearby PC shop, or friend with an older Ryzen cpu, who can update the bios for you.
3)Request a boot kit from AMD: https://www.amd.com/en/support/kb/warranty-information/rma-form
