Question PC struggling to boot.

My PC has been struggling to boot for a while. It turns on then a couple of seconds later the power just cuts and it tries again. It did used to do this a few times then boot successfully but now it just keeps on cutting out. See this video for what's happening: https://streamable.com/4r8ow

It's quite an old pc and has had a tough life I'm just trying to work out what part has died or what is happening.

Condition: Getting old and has had plenty of use
