PC stuck at "Starting Windows" but boots up safe mode just fine?

I got my dad's old pre built PC and restored Windows 7 to it's out of box state. I then replaced the i3 530 with a x3450 and put in a GTX 950. I went to boot it up but it got stuck at the "Starting Windows" screen. I tried booting in safe mode and it worked. What should I do?

in safe mode remove any existing (intel) video drivers. if that works, then you need to install the nvidia driver
