PC stuck in boot and cannot pass BIOS

Hi my PC is relatively old (around 4 years) and now when I have pressed the power button, it came on for a second then turned off for 2 seconds and the power then came back on but the PC could not pass the BIOS screen and I could not enter any settings. I tried pulling out the CMOS battery for 5 minutes and putting it back in but this has not solved anything. Also when I pressed the power button again the computer was continuously rebooting until it reached the BIOS screen eventually where I could not pass this screen again. My Specs are:
i5-3570k
GTX 1070
16GB DDR3
2tb 7200rpm HDD
840 evo 128gb SSD
750W PSU
Hyper 212 EVO CPU Fan (also one of the fans runs slowly on this?)

What happens if you unplug all sata cables and connect only hdd with windows or ssd depends where is installed.
