Pc stuck in boot loop after attempting safe mode start up

I recently installed a GTX 1060, and my pc had problems recognizing it and would black screen when I updated the drivers. So I was already pretty frustrated at this point, then I messed around with my bios sertings to try to boot into safe mode (new to pc building) now when i tried to start into safe mode my pc is stuck in a boot loop. Ive tried basically everything, resetting cmos via shorting out pins with a screwdriver, removing the battery for 20+ hours, re inserting my graphics card and my old one, switching ram, and my pc is STILL in a boot loop. My motherboard isnt dual bios, and I’m positive its a bios issue. What should I do now? I’m frustrated and just want to be back to playing Overwatch on my new 144hz monitor.

What are your system specs, specifically your motherboard and power supply unit?

My motherboard is a Gigabyte GA-H110M-A and my psu is a Rosewill hive 750s

If the PC runs okay with the Integrated Graphics Processor then you may need to replace the GTX 1060.

Ive tried to run it with a 1050, but it still is looping. When I try to turn it on, the pc itself starts to run, lights are on, fans spinning, but my keyboard mouse and monitor stay off. Then my pc shuts down and starts over again.
