Question PC stuck in restart loop after window update.

So after a window update, my PC was stuck in a loop, and I can't access the advanced options setting but can access BIOS. Does this mean I have to download a fresh window through USB to repair this issue? I've uploaded the video below? If so how can I repair the window with USB if I can't access the advance option mode/safe mode?

Interesting loop, appears its repeating the restart process and never getting to stage of loading windows. Can't say I seen that before.

the installer would at least let you get into system restore and roll back. Updates are meant to create system restore points before installing.

Download installer
boot from installer

on screen after languages, choose repair this pc, not install.

choose troubleshoot

choose advanced

choose system restore

pick latest date and roll back.
