Question PC stutter or fps drop when loading games ?

I run a double monitor setup when I open up a game and it starts loading and I have a video running on my 2nd monitor the fps drops the video becomes laggy and the cursor become laggy on both screens like the whole pc just seem to drop in frames

is it loading from the HDD or the ssd or both?
Where is the video and the game installed?
