[SOLVED] PC stutter when i launch Netflix or another program

Hello guys I have a problem recently changed CPU, RAM, motherboard, power supply and I also replaced an SSD with an M.2 (and I add the Case) but except the video card.
As I open Netflix my PC lagga I tried to see on activity management if it was the processor but nothing was not.

CPU: AMD Ryzen 5 2600X
Mobo: Asus ROG B450-F
RAM: Corsair Vengeance RGB Pro 16 GB (capacity up to 2933mhz)
GPU: Gigabyte GTX 1050ti 4GB
M.2: Samsung SSD 970 EVO
HDD: Seagate Barracuda 1TB
PSU: Corsair RM750X

Did you clone your old hard drive or fresh install Windows?
