PC Stuttering help

i will try to make this as easy and short but with necessary details. my pc setup is

cpu- i7 8700k
gpu- evga gtx 1080 ti
mobo- msi z370 gaming pro carbon
ramm- ripjaws ddr4 4x8=32gb
ssd- intel 516 ssd
os- win 10

i built the pc 9 months ago everything was fine. i originally had a i5 and a msi z270 mobo that i later changed out to what i have now.i upgraded mobo and chip-set and added more of the same ram i already had. i have a pc stuttering issue i cannot figure out to save my life. it did it before i upgraded cpu and mobo. (not the reason i upgraded) all temps are good voltages are good all drivers up to date. i have even wiped and reinstalled windows and i still have a stutter. even under boot-up you can see visual stutter (mouse) does not matter what i have opened or what i'm doing. its very noticeable in games. in games it feels like fps drop. but even with everything closed with nothing open even added software not running in background i have a stutter issue.

Please confirm if you also updated the BIOS, and that the drivers you've installed were obtained from a trusted source, preferably from the vendors' official website.

If you haven't already updated the BIOS, doing so along with installing latest Windows updates might help.
