PC stuttering, low FPS and overall slow

it started a few days ago i decided to reinstall windows 10 because of some little bug but everything changed.
I've used to get 300 fps on csgo but ever since i'm getting 60 max
loading websites takes up to 20 seconds
going full-screen on YouTube is really glitchy and buggy

few fact:
my CPU temp on idle is 20c and while playing 30c
all fans are spinning at a good rpm
all drivers are up-to-date (using driver booster pro)
PC was bought 3 months ago
my average memory usage is 20% while using chrome
CPU usage goes to 20% while using browser


my specs:
i5 6500
MSI H170
16GB (2x8GB) Hynix
GTX980 WF3 OC
Arctic Freezer 7 Pro Rev.2

Did you reinstall/update all the motherboard chipset drivers? Ensure power setting are to performance?

yes i did reinstall and made sure they are the most up-to-date drivers by using driver booster 3.4 pro
about the power setting i didnt have back than on high performance but it still worked perfectly
