Question Pc stuttering/micro stuttering

X570 E Gaming , Ryzen 3800XT , 2070 super, 2 x 16 gb ram 3600hz, 1tb m.2 drive,
I've been having micro stutter and stuttering right at start up some times moving cursor on desktop, ive tried litterly every guide nothing works, reinstalled windows doesn't help, checked drivers and background programs, tried lowering polling rate, checking temps, almost every guide possible. Its random to, sometimes the stutters go away for a week sometimes then when they come back its constant for bout 10seconds every 2mins then it'll be fine. If its stuttering and I restart my pc its really bad at startup and other times after restart it dont stutter at all, doesn't matter if I'm gaming or just moving my mouse

Corsair gs 700 watt its 3 years old wanted to get done opinions on here before buying a new psu, its connected with the 8 and 6 pins and only has those 2 no extra
