Question PC Stuttering, New pc.

As stated in the topic im having some issues with stuttering and trying to pinpoint whats causing the issue is quite hard.
My PC specs are

MOBO: Gigabyte X570 Arous Elite
CPU: Ryzen 5600x
Ram: 2x16 G.Skill Trident Z Neo 3600mhz 16 16 16 36
GPU: RTX 3070 MSI Gaming Z Trio LHR
SSD 1 Kingston M.2, and 1 WDC M.2
PS: Corsair RM750W Gold

Issue
Like if i play new or old games when i run around it like stops for 0.001s or something and continues everylike 5-10s, I get no FPS drops whatsoever when this happends.
It feels like ping rubberbanding for 0.1s but I have no issues with ping or w/e.

I have tried a few things myself to try and fix it but not gone so well.

Tried diffrent PSU, brand new ASUS 750w, no diffrence.
Tried diffrent ram sticks. Done all memory tests you can do on both sticks and no errors.
Tried diffrent GPU's 2070 and 3070. No diffrence.
Tried installing OS On diffrent HDD's(m.2's) No diffrence.

Only thing i couldnt try was diffrent motherboard or CPU since I dont own another AMD board or cpu.

I've done several tests on diffrent programs also.
Like all tests in OCCT and no erros.
All possible memtests you can find. No Errors
CPU Tests like CPU-Z, Cinebench both with good scores for unclocked CPU.
Firestrike, Almost 30K Score wich is very good.
Userbenchmark also gives me great scores.
Superposition Benchmark. also good scores.
TimeSpy, Also very good scores.

So with all tests ive done etc, I feel like If I would have had a hardware problem it would have shown in the tests right?
Can "bad" connection cause stuttering?
Am i experiencing the VSYNC Stuttering?

Some tips and whatnot would be nice what I can do next :)
