Question pc stuttering on desktop despite everything

Hi, I've had issues with my pc for a couple of years now. I don't exactly recall when it started but I do know it has never gone away. For example opening discord freezes my whole system for a second. Right clicking desktop and clicking "display settings" freezes my whole system for a second, but only for the first time after a reboot. After that first time, it doesn't cause the stutter.

My build is the following:
-MSI PRO Z790-A WIFI
-I9 14900K
-4080 super (gen 4 x16 confirmed)
-2x32=64gb 6000c30 (in the correct slots)
-1x 2tb 980 pro nvme (gen 4 x4 confirmed)
-1000watt corsair RM1000x 80gold plus rated
-nzxt kraken 360 aio

I have tried so many things already, let me list:

-clean install using USB with windows media creation tool, deleting all partitions.
-different ram (2x16=32gb 7200c34)
-different gpu (normal 4080)
-different cpu and motherboard (14700k on same board, and x670e with 7800x3d, and 7950x3d)
-different PSU (NZXT C1500)
-bios settings such as XMP, c-states, intel power limits, undervolt, fast boot(also in windows), msi driver installer, etc
-disabled virtualisation on windows installation so core isolation is not available
-new peripherals (mouse, keyboard, headset, mic, camera)
-different monitor
-different display cables
-different refresh rates on same monitor
-gpu MSI mode
-with and without nzxt CAM software
-clean boot
-safe mode
-nvcleanstall
-ddu
-windows settings such as hags, privacy, background apps, etc
-MPO
-tried installing all drivers from msi website such as chipset, io, management engine, etc
-tried installing the above directly from intel instead
-tried without installing the above and letting windows update manage it
-older gpu drivers
-igpu
-sysmain
-windows 10 and 11

What BIOS version are you on for your motherboard?

windows 10 and 11
Where did you source the installers for your OS? Did you install the OS in offline mode, later installing all drivers with the latest version in an elevated command, i.e, Right click installer>Run as Administrator?

Just an FYI, you will need to reinstall your OS if you're going to migrate platforms/motherboards.

tried both 7E07vAC and 7E07vAD1

windows 10 and 11
both sourced directly from the microsoft website. Drivers indeed installed as you described.

And yes, I did clean installs of my OS with the switch to AMD for testing. After which I obviously updated the chipset drivers.
