Question PC stuttering problem ?

Hi,
I tried to google this problem but I couldnt find any solution for the exact symptoms that my pcnis having. I am planning to upgrade my build in coming weeks but first I wanted to specify my issue and maybe you guys can help me out.
My specs:
I7 4790k
Asrock z97 extreme4 mobo
Corsair 4x4 2133mhz ram
Msi 3070 gpu
Corsair rm650 psu
Phanteks PH-TC14PE cooler
Samsung evo 840 120gb SSD
WD caviar blue 1tb HDD
Inwin grone case

I use my pc mainly for gaming and browsing web/youtube. It all started with my pc stuttering while downloading files. Now Im having issues even when it loads some websites or youtube videos. Last few days I was playing Warzone and I noticed that the game it stutters and freezes for a second or two when I click different things in main menu. Also when it loads up the game i get 900 latency but it settles down after 2-3 seconds.
  • I checked my hdd and ssd using HD Tune, no issues
  • I checked my Ram using memtest, no issues
  • updated bios and all the drivers
  • one thing worth noticing, my oc was crashing when I was loading Rainbow Siege, and I had to lower down my cpu usage to 99% so it doesnt need a turbo boost while loading
My parts are fairly outdated and my pc has been used contantly since 2014/2015 so I understand that everything has its limits. Before I upgrade my PC i would like to find out what is the cause to all of this. Can you help?

try this step by step (read until end):
  • Disconnect from internet
  • Uninstall gpu driver DDU (clean and do not restart).
  • Uninstall all the processors and chipset on device manager (should be 8 on yours, also when it asks for restart, click on no) like this:
  • Restart the pc to bios, and update to the latest bios. Then go to bios again after update and load default or optimized settings then save and exit.

  • boot up to windows and install the latest Chipset driver, reboot and connect to internet.

  • Install the latest nvidia driver.

    *do this all offline until reboot after installing chipset driver, also you may reboot to bios after all of this to set the XMP (and previous settings you did) and make sure ram is on slot 2 and 4 if you use 2 sticks. Download needed files (highlighted word) before doing step 1, do the step by orders.

  • And check windows update (and optional updates) if there is any and install them (except chipset in optional update). Also enable Hardware Accelerated Graphics Scheduling (available on the latest win 10 update) in graphics settings like this and reboot:
Make sure the psu connected to the gpu is 1 pcie cable per 1 slot (use main cable, not the branches/split) like this:
