Question PC stuttering problem

Hi all! I recently received a prebuilt gaming PC from a friend who did not want it anymore and I've been having an issue with stuttering while playing. I've compared my components to the minimum required on certain games like Halo, Tomb Raider, etc. but I still experience stuttering while playing on the lowest possible settings.


Here are my specs:

Motherboard: MSI Z97 Gaming 5

CPU: Intel i5-4690k @ 3.50GHz

RAM: 16GB

System: 64x bit

GPU: Radeon RX 590 FATBOY

Windows 10

There is also a CPU fan installed as well as 4 other fans in the case. Does anyone have any ideas as to why games aren't running smoothly?

Since I was given the PC I'm not really sure what the brand of the PSU is.

This is also my first PC so I'm not entirely sure what I would need to check the temperatures. Is there a program or something you recommend for that? I know I can open task manager on windows and check the CPU and GPU usage and while running games it never really comes close to reaching 100%.

It has a 120 GB SSD and a separate 1T SSD installed.
