PC Stuttering when playing any game

Had this problem for a while now, even RMA'd my graphics card wiped my pc and updated my motherboards drivers, finally got a bit of money to upgrade but I wont until I have solved this stuttering.

The two main things that I think can cause this are the GPU running at 95c and spinning the fans as fast as it can to stop it from going any higher than that or the single stick of 8gb ram I have.

EDIT:
I tried an old GTX 285 I had lying around and the stuttering has gone when I benchmark my PC, I'm guessing my R9 290 is thermal throttling and causing the stuttering so I'm gonna bin the 290 and get a new card. I need an upgrade anyway.

How old is the graphics card? I have a pair of 780TIs(MSI Twin froziers) and I've had them get hot on me. I found that the TIM dries up after a couple of years. I replaced TIM and on one card I had to replace the fans(it was quite easy to do and they're about 20 bucks on Amazon, the fans appear to be universal for the twin frozier cards). The studdering is almost certainly a result of Thermal throttling. Pull off the cooler, replace the TIM(and if your fans are not spinning, then replace those too). It's about a half-hour to an hour fix.
You never mention what game(s) you are getting the studding in nor the setting at which you play them at. You may want to try to underclock your GPU and play a less graphic intense game at 1080 and see if you have the same problem.
