[SOLVED] PC Stuttering

Hello!

I've looked around on the net a lot, tried to re-install windows, asked a friend to take a look but nothing seem to work..

Basically my computer will stutter without any apparent reasons whatever I'm doing. even if I have nothing open and am just moving my mouse on the desktop..
And sometime it just won't stutter for a while to...

Edit: I should add, I posted it in CPU since in the taks manager/performance, the CPU is the only thing that seem to "spike" but considering it's only 1-2%...

You might want to see what all is running in the background. Extend taskbar to show all programs. A backup program, for example, could cause something like this.
