Question PC stutters at a random interval, including the RGB fan?

Bought a prebuilt PC with intermediate knowledge of PCs around 2 months ago.

UserBenchmarks: Game 187%, Desk 117%, Work 190%
CPU: Intel Core i9-11900K (Corsair H100X AIO) - 115.3%
GPU: Nvidia TUF RTX 3070 - 164.3%
SSD: Intel SSDPEKNW010T9 1TB - 279%
RAM: Corsair CM4X16GC3200C16K2E 2x16GB (3200 MHz) - 115.9%
MBD: MSI Z590-A PRO (MS-7D09)
PSU: Corsair TX650W 80+Gold
Chassis: Corsair Carbide 175R (Included 1x RGB fan)

I noticed while not in-game the RGB light from the fan in the PC was doing some kind of "reset". I didn't think much of it, but when I was playing some games, I noticed a 0.5 second FPS stutter (not including sound), which occurred at the exact same time the light from the RGB fan "reset".

I have updated almost all drivers on this PC, enabled High Performance and ran multiple benchmarks on userbenchmark.com and haven't noticed anything out of the ordinary.

The issue persists whether the GPU is overclocked or not. (temps are under 75c while gaming)

I could use some help in figuring out whatever is happening, since I haven't found a similar post on the internet that really helped yet.
