Pc stutters every 2 seconds No Matter What I Do.

It hiccups no matter what I do, if I move my mouse accross my desktop without any programs open it still does it, music sounds horrible with hiccups, games too.

It also doesn't display some pages, I can search something on Google and click on the link and the page is blank.

I just started using it it belonged to a family member and i just started using her. It's a custom PC.

(2 CPUs) ~ 3.1 GHz
8192 MB RAM
NVIDIA GeForce 9500 GR
Windows 8 OS.

The first things I would check would be temperatures. If it is overheating and throttling that can have profound effects on performance. The second thing I would try is running malware and virus scans as being infected by either can have similar results.

If those check out let us know and we can look at other things.

@Baralis I scanned it already an it has no viruses. It has 2 OS's though, (Windows 8, and Ubuntu) could this be the problem? ( my family member insists I don't get rid of Ubuntu also... ) And its not overheating, it has a whole lot of fans it'd be impossible for it to overheat to be honest.
