Question PC stutters every half a second after windows update

The stutter is almost rhythmic and it's always every half a second, unless I'm in Geforce Experience. It only started happening this morning and I'm unable to do any work due to the issue. If anyone knows a possible solution it would be greatly appreciated.
CPU: Ryzen 7 2700x
GPU: GTX 1060 6GB
RAM: 16GB DDR4 3000MHz

Try uninstalling the current set of Windows updates if that is the only thing that changed.

I've already done this but sadly didn't fix the issue.

Nope although I'm certain it's a graphical issue, as all audio is fine and Geforce Experience seems to stop it from happening temporarily.

Try uninstalling the drivers and then reinstalling them.

Already done that, and again no fix. It’s definitely a windows issue as I completely reinstalled windows and it was still occuring. Doesn’t happen in bios which is annoying me as it’s definitely an OS issue.

What version of Win 10 are you on?

It happened the exact same thing to me aas well. I think it's related to the Windows 10 2004 update since it happened after that. Can't find much on the internet anyway. Is it a common issue?
