PC stutters/lags when launching games

When I launch a game, my computer starts stuttering, and my mouse lags all over my monitors. If im in a discord call the voices get robotic. It's almost as if my computer starts chugging. I've reinstalled windows and wiped all my harddrives. I'm currently running MemTest86+ and there's no problems.

Going to try using DDU and reinstalling graphics. (done before)

here are my specs:
CPU: Intel Core i7-5820K
Cooling: Corsair H100i
Motherboard: ASRock X99 Extreme4
RAM: Crucial Ballistix Sport 16GB (2x 8GB)
SSD: Samsung 850 EVO-Series 250GB
HDD: Seagate Barracuda 2TB 3.5" 7200RPM
GPU: 2 Gigabyte GeForce GTX 970's (SLI)
Case: Rosewill THOR V2
PSU: EVGA 850W 80+ Gold
OS: Windows 10

I honestly have no idea whats wrong. Any help is appreciated. Could this be a harddrive problem?
Problem occurs whether or not a game is installed on my hdd or ssd. Only really occurs with games. Just built this PC in March 2015. All i do is stream games on twitch. Nothing super intensive.

Exactly the same problem here. Encountering this 'phenomenon' for about a week now. Running a

i7 4790k
GTX 1070

on Win10.

I use the same SSD as you for a games only partition. The system itself runs on another one. Maybe there is some interference with the newest win10 update and the 850 evo? Dunno, but that seems to be our only hardware overlap.

I've been having this exact same issue for a while now, although I'm not sure about the robotic voice since I haven't tested that. What I have found, is that when my mouse is laggy and choppy like yours and my computer is chugging, my upload speed also drops by about 70% (was uploading 20GB file during testing), so something must be getting tied up when launching a game. The worst game to launch is Ori and the Blind Forest, and even when launching from my 950 Pro, it takes 44 seconds to load into the game, which is about 43 longer than it should for that drive. I get similar launch times when launching from my normal game drive (850 Evo 1TB) and a bit longer from my WD Black 1TB drive (which is to be expected).

I've updated all drivers, except Nvidia video driver (I'm still on the last one since the new one causes issues with Sony Vegas, but the issue still happened on the new drivers), and I have not updated the BIOS, but I plan on doing that soon since I'm still on the first revision BIOS.

One thing that I have noticed is that it only happens when launching DirectX games. I launched DOOM and Minecraft, and both of those launch immediately without issue, even with DOOM on my mechanical HDD, which leads me to believe it's a DirectX initialization issue within Windows.

Boot - Samsung 950 Pro 512GB NVMe SSD
Single Player Games - Samsung 850 EVO 1TB SSD
Games/Data - WD Black 1TB SATA III
Recording - Hitachi Deskstar 2TB SATA III
Backups - Samsung 840 EVO 250GB SSD

Really hoping for someone to have a solution to this. It's been getting really annoying, and I feel like I've tried everything.
