PC stutters when downloading anything and CPU throttles to 100%

Hi, recently I have an issue with my PC, where anytime I download something whether it be a steam game/update or a program, my PC begins to stutter with FPS of like 1-5, the audio stutters as well with "crackling". When I checked task manager when i'm downloading It shows the CPU throttling at 100% and a service called System Interrupts is causing it with 70-80% of the CPU usage coming from the service alone.I can't use my PC until the download has stopped as there is so much lag, even open a program takes like 2 minutes. I don't know how to fix this issue as I even tried resetting my PC and it worked without problems for a while but it eventually came back, so if anyone knows what the problem is and how to fix it it would be appreciated, thanks.
 


I have two yellow warning signs under Other Devices: first ("690LC") second ("TUSB3410"). They are the only devices under Other devices.
 

Do you have an add on card in your computer? Have you right clicked each and chosen Update Driver Software? Let Windows search automatically.
 

When you say "to no avail" do you mean the yellow warning signs are gone but your computer still stutters, or do you mean you can not get rid of the yellow warning signs?
 


I mean that I have tried to automatically update the drivers on each device, however windows could not find either device driver and so the warning symbols are still there.
 


I've had my rig for about 5-6 years now and I receently replaced my GTX 660's with a GTX 1060 which iv'e had for maybe 7 months, but I've not had problems until about a month ago.

i use geforce expirience to install latest video drivers.but you can download manualy from nvidia website.you wanna remove old video drivers reboot your pc then install new ones then reboot again.you can go to device manaaget and uninstal your graphics card then when you reboot your pc it installs some drivers then you can update them
 

It's possible one of your mechanical HDD's is causing the problem, they are getting old and one could be failing. When you download a steam game which drive is it writing to? Try downloading a program called "Hard Disk Sentinel". It will analyze the health of your drives and look for bad sectors.
 


Hi, I have a program called Glary utilities which does the same thing and It determined that all my drives are healthy with no bad sectors. However the problem persists when I download to my C drive which is a new SSD so we can rule out drives as being the issue.
 


I've tried what you said and the stuttering is lessened by some amount but still happens when I download and the CPU still spikes, perhaps it's a CPU problem?
