[SOLVED] PC stutters

Hi my pc has these little stutters even when im not in game and i ran it in safe mode and it worked fine also i used a different account and no stuttering there im assuming there is a program that boots up when i sign in to my main account but i really have no clue any tips to help find whats causing these stutters ?

You can check what programs are starting up when you boot. Go to "Task Manager > Startup".
