PC Suddenly becomes slow, and all games have major fps lags.

Right, so far between me and my freinds I have been unable to diagnose the issue that has come apparent with my PC. Here is a list of symptoms:

-Desktop and general browsing with chrome have become very sluggish, load times have become long for both web pages and programs (any) that i try using.
-Games have had major fps lags, like a 1-3 seconds freeze up sometimes happening constantly, other times happening at different intervals of maybe 5 - 10 seconds. Can happen with newer games such as bf4 but also very old games such as half life. (prior to this it ran most games with ease and had 0 lag or stuttering etc)

System Specs:

Windows 7 home 64-bit
Ram: 4.00GB
AMD Athlon x4 620 Processor
Nvidia Geforce GTX 275

What I have already tried:
-Antivrus and malware scanning with avast, avira, malwarebytes. Also currently have commodo firewall running.
-Reformatted
-Updating modem and wireless router firmware incase of hijacking as after a fresh reformat I downloaded google chrome which had binkiland (browser hijacker) already attached to it which was very strange. (finally removed it)
-reseated all hardware components.
-made sure all drivers were up to date and correct versions.
-Tried different combinations of seating ram and used windows memory diagnostic tool (incase memory was failing) but all seemed ok.
-Used Acronis drive monitor to get a diagnosis of the HDD health, results came back with health of 100 percent.
-Used a stability test from furmark on graphics card, temperature never exceeded 85 degrees Celsius, running idle the GPU is 40 - 43 degrees Celsius. Again, all seemed ok.
-Checked physical condition of CPU and heat sink to see if there was any unusual stuff but all seemed ok.
-CHKDSK with 0 errors.
-wmic diskdrive get status command with result OK.
-Checked event viewer for errors and warnings and found multiples of the following:

After this I was pretty much out of ideas, with it being a fresh reformat only days ago, I obviously excluded many things that it could be especially regarding OS files and windows related problems. Hardware seems to be ok. Don't think there's any conflicting software as I have barely installed anything on here due to this problem.

I guess your cpu is throttling. Reapply thermal paste on your your cpu.
 
Ok, well I stressed all 4 cores out for 5 mins. The max temperature reached was precisely 45 degrees.
Going to continue this and stress for 30 mins and will edit the results in soon.

30 mins test and max temp is 45.5 degrees C.
 
What PSU are you using?
There is a chance your PSU was running too hard and is now not able to keep up anymore (performance drops come most of the times form 3 reasons:
Overheating, Lack of Power, Virus/malware).

 
I've had the same issues as the OP. Started today for no apparent reason.
WoW At ultra is getting 10 fps, lowest settings 35 fps.
HotStorm is lagging like hell. Even on log-in. Same fps issues. Even worse than WoW. 2-6 fps at lowest settings
All programs take 3-4 seconds to load instead of instant.

CPU: Intel 4790k
GPU: MSI GTX 970
RAM: 16GB
Windows 8.1
Drivers fully updated

CPU core temp never going above 20°C on normal play
GPU starts out at 40°C goes up to 60°C MAX

Setup is 4 months old. No problems until now.
