Pc suddenly slow!

So after trying to see if there's a similar case on other posts, I came here to ask for help. My pc was doing really good until a few days ago. It suddenly got slower, I can't even run a YouTube video properly... I wasn't sure what was the cause, so I installed windows on it again to see if it was software... Same problem persists. Since that day, when I try to shut down my computer it doesn't shut down completely, the screen, mouse and keyboard are off but the case and its components seem to stay on until I manually hit the start button.
So I have my windows partition on a SSD, I checked it with the widows tools to see if it was good, all OK.
I tried the equivalent of memtest for windows to check my RAM, but oddly the test freezes at 20%.
My guesses so far are that it maybe due to my RAM that all of this is happening... Don't really get why a problem would come out of nowhere. The pc may not be able to shut down because the RAM may not be able to properly be emptied?

If you may know what my problem is I'm open to any advices. Anyway thanks for your help!!

make sure you have the newest bios installed. use hardware info 64 bit set it to sensor and logging. watch your 12v rail. also check that your cpu cooler on right.

Corsair Vengeance LED (2x, 8Go, DDR4-2666)
Samsung 750 EVO Basic (500Go, 2.5") on which I installed windows
WD Red (2000Go, 3.5", NAS, Storagesysteme)
Corsair CS750M (750W)

As I said I formated the whole pc and installed windows again to check if it was a software problem... Apparently my bios hasn't had any changes. Should I restore it somehow?

I checked the ram by checking one by one... Seems like it's not the problem here. Unless the both of them are bad.
To add details, while running a game or other ram-eating programs, my pc get slow. While running overwatch I even got a bluescreen. Never happened before all this slowing down thing.

How do I check I my PSU is doing fine?
Can it be my GPU? Knowing that even watching a video on YouTube is enough to slow my pc down?

Edit : while running a game, everything worked the very first few seconds, then it goes bad, shows a blue screen and reboot.
