Question PC Suffered a Power Surge - New Build -Assistance appreciated

So heres the short story. A few weeks ago my pc suffered a power surge. I bought a new power supply but it stil didn't work. I took it to a repair shop to get the problem diagnosed and the components tested.

The diagnosis was as follows:
CPU - Untested (he didn't have a suitable motherboard) (i5-4690K)
Motherboard - DEAD
RAM - Working (it's DDR3 2 x 8GB Kingston Fury Black)
Hard Drives (HDD & SSD) - DEAD (this is a big rip - honestly I'd have traded my whole rig for these two to be alive - working on a possible way of getting back data but I'm not confident)
Power Supply (NEW) - Working
Power Supply (OLD) - DEAD
GPU - Working (GTX 750Ti - bit old haha)

And this is where I currently am left.

I'm an avid gamer (I play a LOT of CSGO - not a very graphic intensive game) who plays a lot of games, but mainly shooters.

I need a new CPU, Motherboard & Graphics Card.

Here's my thoughts after some research:

CPU: (1) i5-8400 (£170-180), (2) i5-8600K (£240-250), (3) i5-9600K (£240-250)

Motherboard: Not sure here really but I'll list several - Gigabyte Z390 Aorus Ultra, ASUS TUF H370-Pro Gaming Wifi, MSI Arsenal Z270 Gaming Plus, Gigabyte Z370 Aorus Gaming 5, AsRock H370M Pro4, Gigabyte Z370P D3.

GPU: GTX 1060//1660Ti//1070//1070Ti

Oh and I need RAM - DDR4 right?

Oh and my case is the NZXT S340 Black/Red.

I want a good gaming PC that will run CSGO at very high FPS but will run games like Apex Legends very well too.

I have an 144Hz Monitor and I won't higher than 1080p resolution I dont think.

I'm open to all suggestions and thank you for your time. I'm an Intel fanboy but feel free to suggest AMD. I feel they have come on a long way but also often prefer Intel due to reliability and just my own preference and past as well as my friends who have had AMD.

Budget is undetermined right now but it's £500-1000 probably and trying to keep it as low as possible whilstpossiblg as much as possible. Value build but not budget build.

I'm from the United Kingdom.

I use Amazon a lot as well as eBay etc.

I already own a monitor, keyboard, mouse, mouse pad, speakers, headset, power supply (EVGA 650W - is this enough? I think it is right?), case (NZXT S340), DDR3 RAM (looking to upgrade), CPU (i5-4690K - looking to upgrade).

Ooo and can you link a good cpu fan or case cans or better cooling solutions please.

Wow. Sorry about the spike. The first thing I'd buy is an Unlimited Power Supply unit (UPS). I've used them for years and it's the best thing for power surges and nasty brown outs. Sure you'd have to shell out a little coin but if you're like me on a constant budget, having a UPS unit will save a lot of tears if you got a gaming habit.
