PC takes 15mins to start

If my pc is unplugged from the outlet for a few hours, it takes up to 15mins to start up.

When i plug it in and press the power button, fans start running, lights are on, keyboard and mouse are off and monitor shows "No video input". After 15mins it boots up as usual. This only happens when pc is unplugged from the outlet, if i leave it plugged in and then start, it will boot up normally.

Is this normal or is it a problem with CMOS battery or with PSU?

I would highly recommend you upgrade to a better SSD, if you dont have one.
The 850 evo has known to have significant speed, even when booting:

Is that the pattern always, coz i had any issue like booting takes time even after the PSU fans are running. Turned out to be a motherboard issue.
But i dint had any such patterns like when its left plugged in or unplugged.

Try to remove the connection inside the cabinet and clean all the dust. Check your motherboard once.

Thanks for helping. Yesterday i found out that a lot of people have similar problems with ASUS motherboards so you're probably right.

What are your specs? Mainly curious about the PSU and the HDD. How old is your HDD? Or is it SSD?

It's a Toshiba HDWD110 HDD, not sure about the PSU. PC is brand new, i bought it 2 weeks ago.
I also noticed that this problem occurs even when my pc is plugged in all the time. So, in conclusion, my pc takes 15-20mins to POST when it was shut down for 5-6 hours.
I reseted the BIOS to default, and turned off fast boot and surge protection, but it didn't help.

Other specs are:
ASUS FM2+
AMD Athlon X4 845 3.5ghz Quad-core
AMD Radeon R7 250 1GB
8GB DDR3 RAM
