PC takes 2 minutes to post

For a about 2 months now, my pc has been taking 2 minutes to show a bios error screen. (https://ibb.co/j50tGa)

This only occurs when the pc has lost power for example when I turn off the power bar that the computer is connected to.

Does anyone know what is causing this? I know it isn't a dead CMOS battery as I replaced it with a new one, I have tried reinstalling the BIOS firmware and loading optimized defaults.

This is 100% battery error. Looks like it cannot store data, maybe some kind of ROM flashing error ??

1. Are you certain that new battery is good?

2. Did you insert it with the + side where it should be?
