So I noticed I had this problem about a month or so ago. My PC used to take about 5-20 seconds to boot, this was after installing a brand new SSD around December of last year.

No problems until may of this year where it took 2-3 minutes to boot (At the spinning windows logo screen). I assumed it was just that one time since I rarely restart my computer and thought it was just updating.

Last week I had an incident where my RAM spiked to 100% and I had to shut down my pc. But after letting it sit it finally booted after about 25 minutes.

While the PC is loading the fans are really quiet until the loading screen disappears then the fans get REALLY loud.

I know this isn't normal so I'm looking to see why this might be.

After booting I don't really see why decrease in performance. The PC is a mix of new/used /old parts I've upgraded over 4 years.

SPECS:
i7-4770 @ stock speed
Gigabyte GA-Z97X SLI
16GB DDR3 1600MHz G. Skill ares
POWERcolor AMD RX 470
1TB WD Blue & 500GB Samsung Evo
XFX 550W

UPDATE: I just restarted to see how long it would take. Booting took 17 minutes. However putting the pc to sleep and powering it has it boot instantly

Solution
Open task manager and go to the startup tab. You will see a list of programs. This list shows the programs that will try to run when you turn on your computer. If there are any programs in that list that you don’t need to run when you first turn on your PC, disable them. This should speed up boot time

Given the fact that this issue shouldn’t be very complicated, I personally wouldn’t invest the time and effort of reinstalling Windows unless you need to. As computers get older and hard drives get filled up, slower boot times and performance is normal. Simple software fixes such as disabling certain startup items take very little time and will usually result in a noticeable difference in performance.
