Question PC taking 3 or more attempts to boot up

When I start my PC, after pressing the power button the LED and Fans boots up for 1 second and it shuts down, then it will boot up again and 5 to 10 seconds later, shut down again, something happens again, it shuts down and the next time it boots up, during the whole time my Monitor says no signal. Also the time doesn't stay in sync, it stays the same as the last shutdown.

Specs:
CPU: Core i5 10400F
Board: Gigabyte H410M H V2
1x 8GB RAM 3200Mhz
1x 16GB RAM 3200Mhz (I will upgrade my rams and make it the same in the future, saving money for it)
GPU: RTX 4060

You might want to work with one stick of ram. Make and model of each stick of ram?

Yes, I am saving money for that 2nd Ram stick, can't ask my parents for it right now
And my bios version is F1 - 01/20/2021
And my PSU is DeepCool DA600-M

You might want to replace the bios bat see what that does for the time issue.

That board has too many PCB revisions, which one do you have?

You didn't answer the second part of my question. I asked for the make and models of both sticks.

Scroll down to Tier-E. You shouldn't even have that PSU paired with an RTX4060.

Your system is looking more and more like the store you bought the system from just emptied a backlog of lackluster parts off their shelves, no offence.

I am not exactly sure if the motherboard PCB version, I don't even have the box

I don't understand what make and model of a ram is but my RAMs are Corsair Vengence LPX 16 GB and 8 GB

My system is not store bought, my parents bought me it in 2021, and I'm upgrading it with my own money I earn from web developing

I'm 15 years old

If the motherboard is problem, should I upgrade to a new motherboard?
