Question PC taking a second to turn on after pressing power button

I changed the psu and case from my pc and now when I turn it off, remove it from the power socket and plug it again when I press the case power button it takes a while to turn on, around 1 second usually. When I turn it off but keep the psu connected to the power socket it turns on immediately when I press the case button.
Is it normal? I heard the system could be analyzing if everything is right before powering.

the new psu is a cooler master mwe v2 750w and the mother board is a msi b550m pro vdh wifi

I think it's probably normal.

When pressing the power button the short-circuit created sends a signal to the PSU to turn on and power the system. I assume the PSU is taking a second to power up after receiving the signal.

Furthermore, AFAIK the system won't "analyze" anything before it even starts spinning up. Only after the fans and other components spin up and the board receives full power, the POST (power on self test) process analyses the components and such, before continuing with the normal boot process.

Do you by any chance unplug the PSU eveytime you turn/shut down the PC? You don't need to do that, if you do.

That delay is probably partly because when unplugged from wall outlet the main bulk capacitors in the PSU are drained and when you plug it back in and press button it takes some time to charge the capacitors and the NTC trying to limit the inrush current adds some time to that. Although I think it is less than 1 full second, and seems like that to you in comparison with the immediate response of when it wasn't unplugged..

In some PSUs, for efficiency, after the initial start with the NTC (to limit inrush) there's a click which actually is a relay that is activated to take the place of the NTC (so the NTC won't waste energy as heat).
