Agree with gamejunky. Games run better on consoles due to the optimization by the game devs given the common hardware among the users.
As for your request,i think you need to decide on the kind of eye candy you want. Do you want something that will max out most games or a rig that is just "ahead" of the PS4 GPU capability? Your budget determines that.

Consoles and PCs are kind of Apples and Oranges - for their price point, they're usually the best bang for your buck and game developers can optimize their games to run with that specific operating system and hardware.

If you had a specific game in mind that you wanted awesome performance (or even a category that you play most often), we could spec a rig. Also, what's the most you're willing to spend and do you need just the main components or are you going to need the works (keyboard, mouse, monitor, windows operatings system, speakers/headset, etc.)?
 


That's not enough info. Specify a budget, and say whether or not you need an OS. I'll say now though that to match a PS4 you'll want around $600 without an OS, and if you want to buy a Windows OS, around $700.

Pun aside, it really depends on what you expect from it. Why compare it to the PS4? Are you trying to figure out how much would it cost for a better experience? Do consider that they are different playstyles. If you are into FPSs, RTSs and MOBAs, the PC will have an edge. Even a lesser PC will provide a better experience simply because it is better designed for the task (mouse and keyboard, sitting on a desk).

If you are into sports games, racing, local multiplayer, platformers, JRPGs and fight games, the console is the best choice. Some more casual FPS can be done too, although I for one can't stand a gamepad for shooters. It feels like a surgeon operating with a chainsaw.
