PC to TV down converter with image processing functions

I'm looking for a PC to TV down converter with image processing functions like pan, zoom, and freeze. I've used now discontinued AverKey products in the past, but just updated some of my hardware, and am having trouble finding a new converter. What I'm looking for is something that will convert a 1920x1200 signal from a PC (preferably over HDMI) to composite (or component) video, and that has the capability to freeze, pan, and zoom. There are lots of HDMI to composite video converters, but I'm not finding anything with the freeze, pan, and zoom functions I need.

Then why not use an off-the-shelf HDMI-to-VGA converter, and daisy-chain it (VGA-to-VGA) into your existing free-pan-zoom box? You will probably get same result with cheap USB-to-VGA video adapter as well.

That's the current plan. The converter I'm using is fairly old, and is already having some issues. I was hoping that there was a similar product on the market that wouldn't require chaining together several different products (HDMI to VGA converter, VGA to composite converter with freeze, pan, and zoom, etc) that I could replace the old converter with.
