I want to connect my TV to my gaming PC, which runs everything just fine locked at 60fps without a sweat, and is fine on my monitor. But whenever it's connected to the TV, if there's a screen panning or anything like that, very visible horizontal lines of screen tearing are seen. I know it's not the TV, because whenever I watch something like Netflix on it, it's not there, but only there when connected to my PC. I checked my TV, and it says the refresh rate is 50/60Hz. Is there something wrong with my cable, or what's wrong? If I need to say more information I can.

Does anyone have any idea of what's going on?

Solution
Well, I figured it out, so this is more of a PSA now. It turns out that my monitor and my TV are two different resolutions, and when I had it connected, I had the two mirror each other, displaying the same thing on each. That should've been obvious enough, having two things simultaneously display the same thing on different resolutions might not end well, and there was screen tearing. Making it so there were two separate screens, and having the TV be the main screen fixed the problem completely.

A video card capable of outputting two different resolutions for monitor/TV hookups would be very welcome. I've seen all kinds of weirdness happen when both are connected. With things like HDMI splitters, conversion cables, you never know what you will get and it's never ideal.
