PC top fan makes noise.

So my PC tower top fan makes a weird high pitched noise when it is not spinning and this can get loud and I would like to know if i have to replace my fan my cpu fan seems ok same with the back on and the gpu is running fine it is only this one.

What is the fan?
A replacement would probably fix it, but I would get a different make of fan to avoid the same problem.
