Question PC tower won't turn off after hitting shutdown

It has been going on like this for the past few months and I didn't have time to solve the issue until last week, but nothing seems to be working. Whenever I hit "Shutdown" it actually does shut off, but in a few seconds later it turns on itself. The only way to turn off properly is holding the power button. And I've been doing that for the past few months as well. My thoughts is the PSU? Also my speakers makes a noise whenever it shutdown which it has been like that whenever I had them since 2013.

You upgraded from the one that came with the computer to a 1060? that could be your issue right there, not really sure but other members will help in this in few.

I've upgraded my gpu 3 years ago and never had this issue ever since til the past few months. I am debating on building from scratch if this keeps up tbh.
